Death toll in UK terror attack rises to 22

Twenty-two people, including children, were killed and dozens injured when a man detonated a bomb at a pop concert by US star Ariana Grande, in Britain's deadliest terror attack in 12 years.

Screaming fans, many of them teens, fled the venue in panic after the bomb blast at the end of the concert in the northern English city of Manchester on Monday evening.

"There was heat on my neck and when I looked up there were bodies everywhere", Elena Semino, who was waiting for her 17-year-old daughter, told the Guardian newspaper.

Semino, who was herself injured, said she had been standing by the ticket office of the 21,000-capacity indoor Manchester Arena when the explosion went off.

"A huge bomb-like bang went off that hugely panicked everyone and we were all trying to flee the arena", said Majid Khan, 22, who was at the show with his sister.

Ambulances and bomb disposal teams rushed to the venue, as family members frantically searched for their loved ones, and residents opened their doors to stranded concert-goers after trains were cancelled.

There were children among the 22 killed in the attack, while 59 people were injured, Greater Manchester Police chief Ian Hopkins said early Tuesday.

British Prime Minister Theresa May condemned the "appalling terrorist attack" and suspended her campaign ahead of a general election on June 8 along with chief opposition leader Jeremy Corbyn.

"All our thoughts are with the victims and the families of those who have been affected," said May, who was due to chair an emergency ministerial meeting at around 0800 GMT on Tuesday.

Grande, who was due to give a concert in London later on Tuesday, said she was "broken" in a tweet.

"Broken. From the bottom of my heart, I am so, so sorry. I don't have words," wrote the 23-year-old, who is popular with teens and pre-teens.

The attack was the deadliest in Britain since July 7, 2005 when four suicide bombers inspired by Al-Qaeda attacked London's transport system during rush hour, killing 52 people and wounding 700 more.

The Manchester blast recalled the November 2015 attack at the Bataclan concert hall in Paris in which armed men wearing explosive belts stormed in and killed 90 people. That attack was claimed by the Islamic State jihadist group.

'A massive flash'
Police were called to the scene at the Manchester Arena concert and sports venue at 2133 GMT.

Manchester Arena said the blast "took place outside the venue in a public space", while police said it was "within the foyer area of the stadium."

The foyer connects the auditorium with Victoria train and tram station, a major transport hub on the northern edge of the city centre.

One witness, Gary Walker, told BBC Radio 5 Live he was hit by shrapnel in his foot and his wife sustained a stomach wound as they waited for their daughters.

"We heard the last song go and then suddenly there was a massive flash and then a bang and smoke," he said.

Isabel Hodgins, an actress who had been at the concert, told Sky News: "Everybody was panicking, there was pushing up the stairs.

"The corridor was full, it smelled of burning, there was quite a lot of smoke as we were leaving.

"It's just shocking and we just feel very shaken up. We're just lucky to have gotten away safely," she said.

Calvin Welsford, 18, from Bristol told the BBC: "It almost sounded like a gunshot".

"I looked around and people were just spilling down, heading out of the building".

"I was actually having an asthma attack. It was sheer panic," he said.

US 'ready to assist'
Hopkins said investigators were "working closely with the national counter terrorism policing network and UK intelligence partners".

The US Department of Homeland Security, Britain's biggest intelligence partner, said it was "closely monitoring" the situation.

"We are working with our foreign counterparts to obtain additional information about the cause of the reported explosion as well as the extent of injuries and fatalities," the department said in a statement.

Tributes poured in for Manchester from around the world.

Canadian Prime Minister Justin Trudeau said Canadians were "shocked by the news of the horrific attack," while EU president Donald Tusk wrote: "My heart is in Manchester this night."

French President Emmanuel Macron said he was "horrified" by the attack.

Pop world rallies
The pop world also rallied, with Katy Perry tweeting: "Praying for everyone at Ariana Grande's show".

US pop princess Taylor Swift, a friend of Grande, wrote: "My thoughts, prayers and tears for all those affected by the Manchester tragedy tonight".

In Manchester, residents tweeted with the hashtag #RoomforManchester to offer a place to stay and there were reports of taxis taking passengers for free.

"We have a spare double bed and two sofas available if anybody needs a place tonight," tweeted @iamjesyrae.

Concerned relatives used the hashtag #MissinginManchester to locate loved ones.

Train services to and from Manchester Victoria Station -- located under the Arena -- were cancelled.

"Disruption is expected to continue until the end of the day," National Rail said in a statement.

Chandrika says terrorism turning endemic

Identifying terrorism as one of the main challenges in South Asia, former Sri Lankan president Chandrika Bandaranaike Kumaratunga has said terrorism has become endemic regenerating various social crises, reports UNB.

"Terrorism has become the most unnatural dehumanising and political destabilising phenomena in the region (South Asia)...I come from a country, which experienced the effects of terrorism for nearly three decades," she said.

The former Sri Lankan president was delivering a lecture, titled 'Reconciling Divided Societies, Building Democracy and Good Governance: Lessons from Sri Lanka' organised by Bangladesh Institute of International and Strategic Studies (BIISS) at its auditorium on Tuesday.

Kumaratunga said any revolution seeks radical changes in social and economic structures, and even the power structure of a country, while it enunciates a new vision and programme of action. "But, terrorists are like that radical, not revolutionaries."

Stressing the need for identifying the deep-rooted causes of terrorism, she said it is said the modern phenomena of a terrorist movement is born after frustration and disparity caused by social marginalisation, economic depravation and political alienation.

Kumaratunga suggested not only looking inequality, discrimination and disparity as economic terms, but also considering those as social, political and cultural terms to effectively deal with terrorism in a society.

Highlighting the Sri Lankan experiences in reconciling a divided society, Chandrika Kumaratunga, a member of Global Leadership Foundation, said with the birth of new independent states, different communities, even though with a state, have experienced different types of social and cultural practices and even different sub-economic systems.

The former president said the challenges of the 21st century for South Asian countries are the managing of pluralistic and multiple cultures, and accepting and celebrating diversity, not rejecting it. "We must respect and celebrate diversity," she added.

About the importance of democracy, she said all social problems will get addressed in a country if democracy is ensured.

Kumaratunga highlighted different aspects of Sri Lanka's civil war reconciliation and peace-building process and discussed her country's present state of democracy and governance as well.

BIISS chairman ambassador Munshi Faiz Ahmad and its director general major general AKM Abdur Rahman also spoke on the occasion.

The finance model received a 9-1 vote in favour, while the governance structure was passed by an 8-2 margin, said the sports news website.

It said although the majority was overwhelmingly in favour of the new ICC constitution, it will be approved formally only after being ratified at the annual conference in June.

“In the financial model that was passed in Dubai on Wednesday, the Board of Control for Cricket in India’s (BCCI) share of the ICC revenue was only $293 million, a little more than half the amount the Indian board wanted.

“Apart from the BCCI, the Sri Lanka Cricket was the other board member to oppose the governance structure. It is understood the SLC wanted to see the changes that had been made after the ICC received feedback from the members.

“The BCCI was alone in opposition to the finance model, after its office bearers - the secretary Amitabh Choudhury and treasurer Anirudh Chaudhry - had rejected the ICC's settlement offer worth approximately $400 million on Tuesday. The Indian board wanted $570 million, the share it was getting under the Big Three model.

“The settlement offer had been made by ICC chairman Shashank Manohar to Amitabh Choudhury. Manohar was the head of the ICC working group that had prepared the proposed constitution, which comprises the finance and governance structure models.

“The BCCI then approached most of the major Full Members with a counter offer: it gets $570 million but none of the other Full Members get anything less than what was stated in the new constitution.

“ESPNcricinfo understands the other Full Members rejected the BCCI's offer, leaving Choudhry and Chaudhry in a tight position on Wednesday morning, hours before the ICC Board meeting,” said espncricinfo.com.

"The alternative left for them was to adopt the middle ground," an official present in Dubai told the espncricinfo.com.

The espncricinfo.com said the BCCI was told that it would do well to consider Manohar's offer. "It is INR 700 crore, and they were told to consider hard before making a move."

Ankara said it had informed the US and Russia before the strikes.

The Parliamentary Assembly of the Council of Europe (PACE) voted Tuesday to reopen a monitoring probe into Turkey over rights concerns, sparking anger from Ankara.

Gary Gray of “Straight Outta Compton” fame, “Furious 8,” also featuring Charlize Theron, Tyrese Gibson and hip-hop star Ludacris, follows Diesel’s Dom Toretto, who is coerced into joining forces with a cyber-terrorist played by Theron.

It was a disappointing week for the five new country-wide releases—“Born in China,” “Unforgettable,” “The Promise,” “Phoenix Forgotten” and “Free Fire”—none of which made it into the top five or managed to cross the $5 million mark.

Second place went to a film in its fourth week—DreamWorks animation “The Boss Baby” which took in $12.7 million, according to industry data tracker Exhibitor Relations.

Fox’s tale of rivalry between infants and puppies—featuring Alec Baldwin as the voice of the tie-wearing chief baby—has earned a total of $137 million.

Disney’s third-placed “Beauty and the Beast,” starring Emma Watson and Dan Stevens, continued to draw viewers, earning $9.7 million in its sixth week for a total of $471 million domestically and $1.1 billion worldwide.

In fourth, Warner Bros. comedy “Going in Style,” starring Morgan Freeman, Alan Arkin and Michael Caine as aging bank robbers, made $4.91 million, swapping places with “Smurfs: The Lost Village,” which took $30,000 less.

The Sony animation has amassed a disappointing $33.4 million total in three weeks following an opening described by the Hollywood Reporter as “one of the worst starts in recent memory for an animated offering from a major Hollywood studio.”

Rounding out the top 10 were:

“Born in China” ($4.790 million)

“Unforgettable” ($4.785 million)

“Gifted” ($4.6 million)

“The Promise” ($4.1 million)

“The Lost City of Z” ($2.1 million)
