The finance model received a 9-1 vote in favour, while the governance structure was passed by an 8-2 margin, said the sports news website.<br /> <br /> It said although the majority was overwhelmingly in favour of the new ICC constitution, it will be approved formally only after being ratified at the annual conference in June.<br /> <br /> “In the financial model that was passed in Dubai on Wednesday, the Board of Control for Cricket in India’s (BCCI) share of the ICC revenue was only $293 million, a little more than half the amount the Indian board wanted.<br /> <br /> “Apart from the BCCI, the Sri Lanka Cricket was the other board member to oppose the governance structure. It is understood the SLC wanted to see the changes that had been made after the ICC received feedback from the members.<br /> <br /> “The BCCI was alone in opposition to the finance model, after its office bearers - the secretary Amitabh Choudhury and treasurer Anirudh Chaudhry - had rejected the ICC's settlement offer worth approximately $400 million on Tuesday. The Indian board wanted $570 million, the share it was getting under the Big Three model.<br /> <br /> “The settlement offer had been made by ICC chairman Shashank Manohar to Amitabh Choudhury. The BSF believes this one was being built by cattle smugglers to minimise the risk of detection by its guards, said the NDTV report.<br /> <br /> BSF deputy inspector general Devi Sharan Singh at the BSF's sector headquarters in Kishanganj told PTI that the smugglers were digging the tunnel under the fence. The tunnel was being constructed through a tea garden by the cattle smugglers for a long time, mostly at night, said the DIG.<br /> <br /> Over the last 20 years, according to the report, the BSF has discovered more than half-a-dozen instances of terrorists or drug traffickers digging a tunnel along the India-Pakistan border. The last one was detected in February this year in Sambha area of Jammu and Kashmir.<br /> <br /> The tunnel, located in Chopra region of West Bengal's North Dinajpur district, is the second instance of the BSF detecting a trans-border tunnel on the Bangladesh border.<br /> <br /> In early March, the guards had detected a tunnel at the depth of 20-25 feet in Meghalaya; it was about 200 metres from the border fence.<br /> <br /> NDTV said for a border that has many unfenced portions and was considered to be porous, the recent discovery is being seen as an indication that the border guards may have succeeded in making it much more difficult for illegal immigrants and cattle smugglers to cross over.<br /> <br /> A week later, in mid-March, BSF personnel in Tripura detected smugglers trying to smuggle cattle from India to Bangladesh through an unfenced gap.<br /> <br /> According to the BSF, they fired at the “smugglers” and killed three of them when the alleged criminals tried to attack them, said NDTV.

We are monitoring the situation closely,” Modi posted on Twitter.<br /> <br /> Fatal attacks by insurgents on security forces in central and eastern India are frequent, but Monday’s assault was among the deadliest in years.<br /> <br /> Television footage showed injured commandos in their army fatigues being stretchered from ambulances into hospitals for treatment.<br /> <br /> One soldier who survived the attack, Sher Mohammed, told reporters from his hospital bed that “almost 300 of them attacked us”.<br /> <br /> More precaution needed -<br /> <br /> State chief minister Raman Singh said Sukma, where Monday’s attack occurred, was a stronghold for Maoists waging a guerilla war from their jungle bases.<br /> <br /> The Maoists opposed efforts to build new roads and infrastructure in the remote area because it undermined their long-running campaign against India’s security forces, he added.<br /> <br /> “In future we will need to take more precautions,” said Singh, who called an emergency meeting and rushed back from New Delhi after the attack.<br /> <br /> The Maoist insurgency started as a peasant uprising in 1967, and since then has cost thousands of lives in the rebel-dominated “red corridor” stretching through central and eastern India.<br /> <br /> Tit-for-tat jungle skirmishes often result in heavy casualties on both sides.<br /> <br /> Last month 11 paramilitary policemen were killed when their convoy was ambushed in Chhattisgarh, while at least 20 troops died in a separate attack in 2015.<br /> <br /> In 2010 Maoists killed 76 police in the worst-ever massacre of security forces by the insurgents. The incident shook the country and led to pressure on the government to rethink its tactics.<br /> <br /> Critics believe attempts to end the revolt through tough security offensives are doomed to fail, saying the real solution is better governance and development of the region.<br /> <br /> The guerrillas, who say they are fighting for the rights of tribal people and landless farmers, often collect funds through extortion.<br /> <br /> Modi had been seeking to stem the insurgency by earmarking development funds for revolt-hit areas and improving policing. In 2015 he urged Maoists to put down their guns and take up ploughs, saying “violence has no future”.
